Radiation Safety and Protection Expert Dr. Stephen brings over 41 years of experience in
Radiation Safety and Protection, with a focus on Emergency Management at state, federal, and
international levels.

His career includes significant roles in the State of New York’s Office of Emergency
Management, the State of New Hampshire’s Division of Homeland Security, and Federal
Emergency Management Agency (FEMA) as Radiological Defense Program Manager.

Dr. Stephen’s experience includes serving as Regional Office Program Manager for Radiological
Defense at FEMA Region I, supervising Emergency Planning at a U.S. commercial nuclear
power plant, and working as a Radiation Health Physicist. He has also consulted on
Radiological Emergency Preparedness for various commercial nuclear power plants across the
U.S.
