Mr. Michel Lemay is a seasoned nuclear professional with 40 years of experience in the
industry. He is a Licensed Control Room Operator at Bruce “B” Nuclear Generating Station, an
integral role in one of Canada’s largest nuclear power plants. Michel has served as Lead
Nuclear Exercise Planner at Ontario Hydro Headquarters, providing expertise in regulatory
oversight and operational preparedness. His distinguished career also includes significant
tenures with the Canadian Nuclear Safety Commission (CNSC) as an Inspector and Lead
Certification Examiner.

Michel’s vast experience spans across several specialized areas, including OPEX and Events
Investigation, where he has coordinated efforts with international bodies such as WGOE,
OSART, IRS, and INES. He has also contributed as a Technical Consultant to the International
Atomic Energy Agency (IAEA), authoring critical documents such as IAEA Tecdoc 1600 on
Event Investigations Best Practices and IAEA Tecdoc 1643 on Safety Reviews.

His expertise extends to operator certification, emergency preparedness, nuclear safety law,
and technical training, with a particular focus on regulatory compliance and operational safety.
